What Does A Star On The Palm Of Your Hand Mean

Teacher shortages could hinder the millennium goal of universal education

In India, a major problem is trying to land that could hinder the goal of education for all: the lack of teachers, both in the school of the university.

The number of teachers available is indeed the greatest challenge for institutions and for government, which has implemented educational reforms in both the primary and higher education. According to data
Resource Development Ministry, the country is more than 1.2 million teachers in schools and universities, more than a third of the positions are vacant.
Children's right to free and compulsory education, which the law was passed last year makes the state responsible for the education of all children aged between six and 14 years. It assesses the ratio of students per teacher per 30 to 1. However, the reality is quite different. "India has one of the lowest ratio of teachers with one teacher per 42 students.
A senior official of the Ministry of Development Human Resources considers that "with the constant effort of the state, and government that should not be an unattainable goal." He also agreed that the quality of teachers is also a concern, although the quantity is the main concern.
The last census estimated that even if the country's literacy rate increased from 18.39% in 1950 to 65.38% in 2000, he is currently a third of the population, or nearly 300 million people over 7 years who are still illiterate and 42 million children between 6 and 14 who are not in school.
The problem of insufficient school infrastructure (16.64 per cent of villages have no primary school) and the lack of teachers in remote villages.

WHO launches new plan action to eliminate TB

The elimination of tuberculosis in the world could be in sight if governments and donors invested fully in a plan published a few weeks ago by the Stop TB Partnership said the World Health Organization.
The plan, entitled Global Plan to Stop TB 2011-2015: Transforming the Fight-Towards Elimination of Tuberculosis reported for the first time all the gaps research that are needed to put on the market for rapid tests for TB, shorter treatment regimens and a fully effective vaccine.
It also shows how public health programs can promote universal access to care, diagnostic laboratories modernize and adopt testing revolutionary newly available.
"It is urgent to expand the fight against tuberculosis, otherwise 10 million people, including 4 million women and children, will die by 2015," said Dr Margaret Chan, Director General of WHO, where the Stop TB Partnership is hosted. "The fight against tuberculosis works. Indeed, since 2004 there has been a decline in the incidence of the disease worldwide, although this decline is too slow, "adds such.
Twenty-two countries including South Africa, accounting for 80% of the global burden of tuberculosis. Each year, some 9 million people contract active TB and nearly 2 million die. This new worldwide shows how to implement the diagnostic and therapeutic approaches recommended by WHO for 32 million people over the next five years.
TB is a curable disease but its treatment based on the simultaneous intake of multiple drugs for at least six months. In most countries, laboratories still use an old method of diagnosing a century of seeking the tuberculosis bacillus under the microscope in the patient's sputum. Moreover, there is still no vaccine to prevent tuberculosis, which is the most common form of the disease. The Global Plan
helps public health programs to adopt modern diagnostic tests currently available and offers a research program to develop two new rapid tests allows trained personnel proper diagnosis of tuberculosis, even in remote health posts and less well equipped. This is, by 2015, bringing in phase III clinical trials - the last step before placing on the market - three new regimens - one for drug-susceptible TB and two for drug-resistant tuberculosis . Four vaccine candidates should be at the same testing.
Regarding funding, the Global Plan indicates that 37 billion will be needed to implement the management of tuberculosis between 2011 and 2015. It remains a funding gap of about 4 billion - Roughly 2.8 billion per year - that international donors should fill.
The plan indicates, on the other hand, it will total 10 billion or 2 billion per year to achieve the goals of research and development. The high-income countries and those whose economy is growing need to invest more in research and development to meet a deficit estimated at about $ 7 billion, or 1.4 billion per year.
In 2006, the Stop TB Partnership launched the Global Plan 2006-2015. The new plan for 2011-2015 is in the same direction as the previous but sets new goals and ambitious for the next five years.

Access to safe water: India achieved its Millennium Goal

Rural Development Minister Joshi said in New Delhi that India had achieved the MDG target for drinking water. Indeed, it is currently 84% of India's rural population has access to healthy water sources.
However, the country faces a huge challenge: to maintain the quality of drinking water in rural areas. Most sources are from a ground overexploited by agriculture and industry, not to mention the release of untreated processed.
"India has made considerable progress in access to clean, safe drinking water in most rural areas of the country. I am happy to say that we achieved the MDG for drinking water. However, it is much to do. Our goal is to provide each household access to safe drinking water by 2012, "said Joshi.

THE DEADLINE FOR THE ACHIEVEMENT OF APPROACH (2015) ...

Halfway to the 2015, deadline for achieving the Millennium Development Goals (MDGs), the Economic and Financial Committee (Second Commission) has debated on October 21 and means to implement policies to eradicate poverty in a debate attended by about thirty delegations.

The Commission had before it two reports of the Secretary-General on the elimination of poverty and other development issues.

The first such report concerned the status of implementation of the Programme of Action of the United Nations system for the Second United Nations Decade for the Eradication of Poverty (2008-2017) , while the second focused on the role of microcredit and microfinance in eradicating poverty. Both documents were presented to the Commission by Mr. Donald Lee, Chief of the social aspects of development in the Department of Economic and Social Affairs (DESA).

While progress has been made in reducing poverty in some parts of the world during the Second Decade, they are no less unequal, pointed delegations, noting that even in some countries, the number of people living in poverty continues increase, and that women and children are the groups most affected, particularly in least developed countries, particularly sub-Saharan Africa.

Finding solutions to this situation is even more urgent, warned the representative of Yemen, speaking on behalf of the Group of 77 and China, the financial and economic crisis precipitated 50 million more people in extreme poverty by 2009, while 925 million people suffer from hunger and malnutrition worldwide.

His counterpart in Belgium, which has speaking on behalf of the European Union, stressed the fundamental role that can play the gender equality in the eradication of poverty and mitigating the adverse effects of the current crisis. To contribute to its establishment, the European Union adopted a Plan of Action for the promotion of gender equality and the empowerment of women in development.

Other delegations, such as Venezuela and Bangladesh, stressed the relevance of microcredit when it is placed in the hands of women, actresses who happen to be leading in national development strategies, particularly in rural areas.

Despite its limitations, micro-finance plays a role in the fight against poverty

Despite its limitations, micro-finance institutions which serve to date about 155 million people worldwide, plays a major role in achieving the Millennium Development Goals (MDGs), said President of UN General Assembly, Joseph Deiss, during a plenary session devoted to this subject.

"Our meeting takes place just three weeks after the high-level plenary meeting on the Millennium Development Goals. Microfinance has a role to play in achieving these goals. Suffice it to think about improving women's access to financial services and, thereby, enhancing their empowerment, positive indirect effects on schooling and health care of children, "said Joseph Deiss .

"Micro-finance is an important instrument for improving the living conditions of the poor. The considerable growth of micro-finance in recent years can be considered a success, "he added.

During the plenary session of the General Assembly, the delegations discussed Report of the Secretary-General Kofi Annan on the role of microfinance in eradicating poverty.

In this report, Ban Ki-moon accepts that the debate continues about the extent to which the micro-finance really help very poor people who already have very few resources in terms of education or business acumen, enabling them to realize more productive credit they receive. This results in poor performance and even indebtedness.

The report noted an uneven geographical penetration, rural areas often remain excluded. It is also that micro-finance does not favor the creation of sufficient productive activities. "In general, micro-finance has difficulty reaching the poorest populations," noted Mr. Deiss.

He felt he had to learn from the experiences to date and better exploit the potential of micro-finance. "We must now take appropriate measures to materialize the concept of inclusive finance and thus ensure that the financial sector promotes job creation and productive activities and thus be at the service of the poorest and the entire Company "He said.

UNICEF and European Union partners for children, launching a new internet portal

UNICEF works to protect the rights of children for over 60 years, but it gets the best results through partnership collaborations - as in his relationship with unprecedented European Union (EU).

In recognition of this partnership, UNICEF has produced a new internet portal featuring multimedia video reports and photo essays that highlight the successful joint programs of UNICEF and the European Union ( EU). The launch of the portal focuses on three areas of vital importance to the survival and development of the child include:

- Change harmful practices as female circumcision and child marriage, which destroy the lives of millions of girls each year.

- Provide a sustainable water and sanitation to prevent waterborne diseases and protect the lives of millions of children under five years.

- Meeting the needs in emergency situations, such as providing humanitarian assistance although it is becoming increasingly complex to satisfy.

Beyond these issues, there are plans to soon add new sections on education and social protection to this portal.

The new portal reflects the fact that UNICEF and the European Union (EU) have partnered for over two decades to ensure the best interests of all children worldwide. Both organizations share a similar mandate in the UN, to support government action to promote human rights, with particular interest for the rights of children worldwide.

"The partnership between EU and UNICEF is important because we get to the children of real results on the ground, "said EU Commissioner for Development, Andris Piebalgs. "I think that UNICEF is leading the fight for the promotion of child rights in the world. Engaging in this fight can provide answers to global challenges we face. Whether it is about climate change, poverty or war, for sure the children will make a difference. "

The Millennium Development United Nations to eradicate extreme poverty and increased global partnerships for development are crucial both for UNICEF and the European Union (EU). Achieve results in both greater and more equitable for the most vulnerable children will be the focus of this partnership in years to come.

For his part, Deputy Executive Director of UNICEF, Hilde F. Johnson notes that through this partnership between UNICEF and the European Union the number of opportunities is growing.

"We really want to strengthen our cooperation with the EU, to ensure we are making good progress in our timetable for achieving the Millennium Development Goals (MDGs) for children, "said Hilde Johnson. "To achieve this, we must not only work to get the best gains for children, but we need to monitor our actions to ensure we are well on track and that we will achieve the MDGs in time and hour. "

Community Service Letter Say ?

Ban Ki-moon hails Morocco's commitment in achieving the objectives

Visiting Marrakech where he took part in the World Policy Conference, the forum of global governance, the United Nations Secretary General Ban Ki-moon appealed the opportunity to welcome the commitment of Morocco to the achievement of the Millennium Development Goals (MDGs) set by the UN.

He was particularly struck by the pace of reforms in recent years. Reforms that led to net "progress in the fight against poverty and social exclusion, improving the purchasing power of citizens and reducing infant and maternal mortality." In this sense, the Moroccan Initiative for Human Development (NIHD), which provides the framework for this dynamic approach, can " serve as a good example "for achieving the MDGs, the UN has set for 2015, said Ban Ki-moon.

The statement prepared by the United Nations Secretary General supports, moreover, the observations made by several specialists at the recent meeting, held during the 65th session of the General Assembly UN. There was talk of "significant changes" and "fundamental reforms" undertaken by Morocco, and the most important advances have been made with regard to rural development and in the field of primary education. The active participation of civil society in discussions and projects, the start of construction of the great enterprise of regionalization in the country, many results are indicative of this virtuous circle.

Environment: The weather stations are lacking in Africa

According to experts, reliable climate data would help the continent cope with natural disasters even more extreme.

The act was symbolic: The Chairman of the Commission of the African Union (AU), Jean Ping, planting a tree in the courtyard of the UN Economic Commission for Africa (ECA) in Addis Ababa (Ethiopia) on October 13. At his side, Abdoulie Janneh, Assistant Secretary General of the United Nations (UN) and also executive secretary of ECA, and Donald Kaberuka, president of the African Development Bank (ADB), repeating the same gesture. These trees will reflect the strong and visible in Africa to fight against climate change.

changes that experts say will affect not only the nature of African countries by exposing to various natural disasters (floods, droughts, storms, etc..), but also have an economic impact (including on agriculture, economic base of most African countries) and social, for example by increasing food insecurity due to low agricultural productivity. "The planet already has 35 million displaced because of climate change (and) these figures will increase to 500 million by 2015 if nothing is done to reduce the devastating effects of these changes (climate, Editor's note)," said Josue Dione, director of food security and sustainable development in ECA.

To reduce effects of this phenomenon, the Framework Convention of UN on Climate Change recommends that countries, the adoption of adaptation and mitigation. But to achieve develop measures and strategies against such changes, it is important for African countries to have reliable climate data. This is far from being the case, especially because a deficit in weather stations. According to a report by the World Meteorological Organization (WMO), published in 2009, Africa would need over 3,600 weather stations to enable all countries to provide reliable climate information could help them better understand climate change. But in 2009, the report said, the continent had only 744, of which only one quarter is in line with international standards.
